Scott is the former Division Chief and inaugural Director of the Office of Minority Broadband Initiatives in NTIA’s Office of Internet Connectivity and Growth (OIGC). While at NTIA, he served as the principal liaison between the OIGC program office and key strategic partners and external broadband and digital equity stakeholders, including state, local, and municipal governments, telecommunications companies, for-profit and nonprofit corporations, and colleges/universities. Scott is a broadband funding, implementation and stakeholder engagement expert and served as a key member of the OIGC leadership team responsible for the implementation and launch of the U.S. Department of Commerce's first Office of Minority Broadband Initiatives and the historic $65 billion broadband funding program authorized by the Infrastructure Investment and Jobs Act of 2021 (IIJA). Scott has long advocated for more granular broadband maps, enhanced data collection and utilization and in his various leadership roles at NTIA, has used broadband data, mapping, and visualizations to improve the agency's broadband funding and programmatic decisions.

Shannan Williams

Shannan Williams

Vice President of Public-Private Partnerships

Prior to her hire in November 2022, Shannan served as an appointee at the NTIA OIGC as Deputy Director of the Office of Minority Broadband Initiatives. While at NTIA, Williams-Mitchem served a pivotal role in streamlining the Connecting Minority Communities (CMC) pilot program applicant review and selection processes, developing outreach plans to engage stakeholders, and supporting the development of research plans and recommendations. Prior to her time at NTIA, Williams-Mitchem worked for nearly 10 years at the U.S. Department of Commerce, National Institute of Standards and Technology (NIST) leading high profile research, grants and standards initiatives in its Special Programs Office. She gained invaluable change management and business development skills as an Associate at Booz Allen Hamilton, a management consulting firm. She also has experience working directly in state and local governments, having worked for the State of Maryland Business and Economic Development and Education Departments as well as the City of Chicago as a Mayoral Fellow. Williams-Mitchem is a graduate of Harvard University where she obtained her Master’s in Public Policy in 2009. She obtained her Bachelor of Arts in Political Science at the University of Maryland, Baltimore County graduating Magna Cum Laude.

Dustin Loup

Dustin Loup

Director of Community Development

Prior to joining Ready in June 2023, Dustin served as the Broadband and DIgital Equity Project Director for Washington State University Extension. In this role at WSU, he led a project in partnership with the Washington State Broadband Office to develop sustainable capacity for broadband and digital equity coalitions and supporting the development of local and tribal broadband and digital equity plans. Prior to and in parallel, with this work, Dustin has led the National Broadband Mapping Coalition on behalf of the Marconi Society. Under his leadership, the Coalition has played a critical role in informing federal policy decisions and supporting states, localities, and Tribes in navigating the complexities of the federal broadband mapping environment. In total, Dustin has nearly 10 years of experience working toward equitable outcomes in technology and broadband at the federal, tribal, state, local, and hyperlocal level.

Jase Wilson

Jase Wilson is the co-founder and CEO of Ready. Before that Jase built Neighborly, a fintech platform for funding community projects. Jase studied networked cities at MIT, writing a thesis on addressing the digital divide in civic and digital services. Before that, he served on Mayor Sly James’s broadband cabinet in Kansas City, Missouri, after launching the collaborative RFP response that landed Google Fiber’s inaugural network. Jase is passionate about enabling digital service delivery, in particular advanced telehealth, telepsychiatry, and advanced distance learning for people in rural and remote places.

Mike Faloon

COO & Co-founder

Mike Faloon is the co-founder and COO at Ready. Prior to Ready, Mike was Chief Strategy Officer at Neighborly. Prior to joining Neighborly, Mike was the Chief Operating Officer at Standish Mellon Asset Management. Standish managed $150 billion in fixed income assets on behalf of individuals, corporations, sovereign wealth funds, and foreign central banks. For the last seven years, Mike has led an effort to bring high speed broadband to Northern Maine forming a Broadband Utility and successfully applying for grants. Mike has 20 years of financial markets experience and previously worked at Fidelity Investments. He is a member of the Global Association of Risk Professionals and holds a Financial Risk Manager certification. He has a Masters in Financial Engineering from Stevens Institute of Technology. Michael has a Masters of Science in Finance from Northeastern University and a B.S. from the University of Maine, and he holds the CFA® designation.
