Notice of Funding Opportunities (NOFO) describe the requirements under which a federal agency will award grants for funding as instructed by a specific law. In this case, it's the Infrastructure, Investment, and Jobs Act, Public Law 117-58, November 15th. 2021.

The Infrastructure, Investment, and Jobs Act, provides new federal funding for the Assistant Secretary to make grants on a competitive basis for the deployment of broadband infrastructure. It also provides funding for middle mile projects, tribal broadband funding and digital inclusion and digital equity activities
