The 80/80 Performance Standard is an NTIA-mandated testing rule requiring that 80% of a provider’s speed tests achieve at least 80% of the required speed (80 Mbps down / 16 Mbps up for 100/20 service).

Providers must conduct continuous automated testing across funded areas, and state broadband offices must validate and analyze the results for federal reporting. Manual compliance creates major administrative burdens, but automated systems streamline the process and reduce costs.

Enforcing this standard ensures that networks deliver promised speeds, protects states from clawbacks, and strengthens credibility for future funding.
