Letter of Intent (LOI) is an initial formal document that prospective Eligible Entities must submit to NTIA expressing commitment to participate in the BEAD Program and providing preliminary information about their intended approach to broadband deployment. LOIs establish the foundation for subsequent detailed applications and demonstrate state or territorial readiness to undertake program responsibilities. These documents initiate the formal relationship between NTIA and Eligible Entities, triggering technical assistance opportunities, guidance provision, and timeline establishment for comprehensive proposal development. Missing LOI deadlines can result in Substitute Entity authority activation and potential loss of direct program control.
