Performance Test & Survey (PT&S) is a BEAD-required framework for validating broadband speeds and service quality using automated tests, statistical sampling, and crowdsourced verification. PT&S requires distributed test servers, synchronized windows, and tamper-proof data tied to specific network segments. Results protect public investment by proving that networks deliver the promised speeds. For states, automated PT&S platforms eliminate the need for large compliance teams and provide transparent validation data. For citizens, PT&S builds trust that taxpayer dollars translate into real-world broadband performance.
