Advanced communications networks are next-generation telecommunications infrastructure encompassing 5G wireless, 6G research initiatives, terrestrial fiber optic systems, proliferated low-earth orbit (LEO) satellite constellations, and hybrid multi-modal architectures delivering high-bandwidth, low-latency broadband connectivity for emerging applications. These networks form the critical infrastructure backbone supporting artificial intelligence deployment, autonomous systems, smart grid management, and real-time industrial control.

The FY 2027 R&D memorandum directs federal agencies to strengthen research furthering America's leadership in advanced communications technologies, with priorities including AI-optimized wireless systems, dynamic spectrum sharing approaches, and networks incorporating cybersecurity and privacy protections by design.

BEAD Program fiber-first deployment strategy directly enables advanced communications infrastructure: the NOFO prioritizes end-to-end fiber specifically because it supports deployment of 5G, successor wireless technologies, and other advanced broadband services. Fiber provides essential backhaul capacity for wireless systems, positioning BEAD-funded networks as foundational infrastructure for next-generation communications capabilities and edge AI applications requiring ultra-low latency connectivity.
