Interoperability refers to the ability of disparate networks, systems, devices, and organizations to seamlessly exchange data and operate together across jurisdictions, technologies, and service providers. In broadband and public infrastructure contexts, interoperability ensures that communications networks, public safety systems, and digital services can function cohesively without technical, contractual, or operational barriers.

Within BEAD-funded broadband ecosystems, interoperability is a foundational policy objective that supports competition, public safety coordination, and efficient infrastructure use. Fiber-based networks designed for interoperability enable multi-provider access, regional and statewide coordination, shared public safety communications, and integration with advanced applications such as NG911, smart grid management, and AI-driven emergency response—maximizing the long-term public value of federal broadband investments.
