Final Proposal Submission
A Final Proposal is a comprehensive document that each Eligible Entity (EE) must submit to NTIA by September 4, 2025. It describes the results of competitive subgrantee selection processes and outlines detailed implementation plans for BEAD fund use within the EE’s jurisdiction.
Final Proposals must include a Benefit of the Bargain analysis, show compliance with competitive selection rules, and provide full project documentation to support fund release requests. They are subject to NTIA review, public comment requirements, and approval before funds are released. Once accepted, a Final Proposal becomes a binding commitment that governs all subsequent program activities.
