
A Five-Year Action Plan is a strategic document that each Eligible Entity(EE) must develop and submit to NTIA. It outlines the EE’s full approach to broadband deployment, workforce development, and long-term sustainability.
The plan must identify unserved and underserved areas, set deployment priorities, describe coordination with local governments and providers, and demonstrate community engagement. Plans undergo federal review and approval before fund access, and must be updated periodically to reflect new data, program changes, or evolving conditions.
The plan serves as the foundational framework for all BEAD activities within the state or territory.
