
A system that enables healthcare providers across different organizations and networks to securely access, share, and use patient health information electronically. HIEs can be regional, statewide, or national in scope. Oklahoma's statewide HIE is administered through OKSHINE (Oklahoma State Health Information Network Exchange) within the Oklahoma Health Care Authority, and the RHTP allocates $6.2 million to expand its interoperability.
HIEs are the connective tissue of a modern health infrastructure, and their expansion is a priority in every state's health technology roadmap. The federal push for interoperability — codified in the 21st Century Cures Act and ONC's information-blocking rules — has accelerated HIE adoption. For telehealth to function at scale, providers conducting remote visits need real-time access to patient records; HIE connectivity is the infrastructure that enables this. The RHTP's HIE Interoperability initiative includes development of a consumer-facing consent portal that will simplify behavioral health data sharing — a critical enabler for Portal-based mental health services.
