
A federally recognized clinic model required to serve all patients regardless of their ability to pay, providing integrated mental health, substance use disorder, and primary care services under one roof. CCBHCs receive a prospective payment system rate that covers the full cost of services. Oklahoma was an early adopter, converting all Community Mental Health Centers to CCBHCs. CCBHCs are a cornerstone of the national strategy to expand behavioral health access, and their financial sustainability is directly tied to telehealth infrastructure. In rural Oklahoma, where 80–95% of adults with mental illness go untreated, CCBHCs depend on telehealth to extend their reach beyond their physical walls. The RHTP allocates funding to preserve and expand the CCBHC model, including investments in data systems and integrated technology platforms. Portals placed in communities served by CCBHCs create a distributed access network that multiplies the clinic's effective catchment area without requiring capital investment in new physical locations.
